This case arises from a separate class action suit brought before this Court in Archuleta v. United States, Case No. 99-205C. The previous case involved the claims of federal employees that challenged the government’s computation of lump-sum payments of accrued annual leave to which they were entitled upon retirement, separation, or death under 5 U.S.C. § 5551. That litigation concluded in a settlement agreement that, inter alia, severed without prejudice the claims of the Plaintiffs consisting of former employees of the Veterans Administration (VA) 1…
