The plaintiff, Jeffrey Scudder, a former employee of the Central Intelligence Agency (“CIA”), challenges the CIA’s response to three requests he made pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, seeking copies of certain articles from the CIA journal Studies in Intelligence (“SII”). 1 See Compl. ¶5, ECF No. 1.
