This appeal arises from an action for injunctive relief and damages brought by appellee, L’Enfant Plaza Properties, Inc., against appellants, Washington Metropolitan Area Transit Authority (WMATA) and the District of Columbia, regarding the subsidence of appellee’s water service line. Following a bench trial, the court entered findings of fact and conclusions of law and granted appellee’s request for a preliminary and permanent injunction.
