In this municipal appeal, the Controller of Cambria County, Albert M. Penksa, Jr., appeals the decision of the Cambria County Court of Common Pleas which dismissed his complaint that the Cambria County Commissioners 1 improperly created the new positions of Purchasing Agent and Nursing Home Maintenance Supervisor without the approval of the Cambria County Salary Board.
