FACTS

In this ease, plaintiff, a citizen of Great Britain and a former Winnemucca prostitute, seeks to prosecute a class action on behalf of all Winnemucca prostitutes against that city and various of its officials. At issue are 23 “police rules” which the City of Winnemucca and its police chiefs have promulgated in order to regulate strictly the prostitution industry in that city.
