This action was begun November 1, 1892, the object being to compel the defendant, as governor of the state, to issue his proclamation for .the election on November 8, 1892, of three additional members of congress. The questions involved were too important to be decided without a full examination, and in the short time before the election a thorough investigation could not be made, hence the decision was delayed.
