Moore, Justice:

This is a sewer utility rate case in which appellants, the Public Service Commission (PSC) and the Shoals Sewer Company (Shoals Sewer), appeal from the order of the circuit court reversing the PSC’s order. The PSC found that Shoals Sewer was a public utility and established rates. The circuit court reversed the PSC. We now reverse the circuit court.
