MEMORANDUM OPINION

TERRENCE L. MICHAEL, Bankruptcy Judge.

THIS MATTER comes before the Court pursuant to the Application for Approval of Debtor’s Attorney’s Flat Fee, Request for Increase in Fees for Routine Chapter 13 Cases, and Request for Establishment of Fee Enhancement Guidelines in Non-Routine Chapter 13 Cases (the “Application”), and for consideration of confirmation of Debtor’s Fourth Amended Chapter 13 Plan (the “Plan”).
