MEMORANDUM RULING

BRADY, District Judge.

Before the Court is the Defendants’ motion for summary judgment urging dismissal of both the Plaintiffs’ antitrust and civil Racketeering Influenced and Criminal Organizations (RICO) claims. Regarding the antitrust claims, the Defendants assert that their actions, though admittedly anti-competitive, represent a good-faith effort to petition the Government for favorable action.
