This is an action by the appellant against the appellees, Road Improvement District No. 2, Garland County, Arkansas, and its commissioners. The appellant alleged in substance that he 'was a taxpayer in the district, being an owner of lands therein, and he brings this action for the benefit of himself' and all other taxpayers similarly situated.
