This appeal from a decision of the Judicial Retirement and Removal Commission [hereinafter “Commission”] involves two counts brought against Circuit Judge Patricia M. Summe, 16th Judicial District, Fourth Division, Kenton County, Kentucky, stemming from her campaign for circuit judge in the general election held November 8, 1994.
