For two years, more or less, the Federal Power Commission has had before it several related proceedings, chief of which, for present purposes, are overlapping or competitive applications by Algonquin Gas Transmission Company (Algonquin) and by Northeastern Gas Transmission Company (Northeastern), each seeking a permanent certificate of public convenience and necessity, under § 7(c) of the Natural Gas Act, as amended, 52 Stat. 825, 56 Stat. 83,1 authorizing the construction and operation of a natural gas pipe-line system, and the sale of natural gas to distributing…
