This appeal is from a judgment which affirmed the determination of the respondent, acting *465director of Bureau of Local & Regional Planning, which recommended the dismissal of a petition brought by Richard W. Westring and others for the incorporation of the town of Allouez, Brown county, Wisconsin. We affirm the trial court and conclude that the planning director did not exceed his statutory authority, that the decision was based upon proper and lawful procedure, that the evidence was sufficient to support the planning director’s decision, and that the powers exercised by the planning director…
