Tufte, Justice.

[¶1] Riley Kuntz appeals from a judgment granting the State's motion for judgment on the pleadings and dismissing his claims with prejudice against the State, state agencies, and state officials in their official and individual capacities. We conclude the district court erred in dismissing his open records law claim under N.D.C.C. § 44-04-21.2. We further conclude, however, the court did not err in dismissing his remaining claims and in denying his motions for default judgment, to amend the complaint, and to award sanctions.
