I. Introduction
We consider here the City of Philadelphia’s partial motion for summary judgment concerning plaintiffs Monell claim.
Samir Coyett brings this action against all defendants pursuant to 42 U.S.C. § 1983 and claims that his civil rights were violated when officers from the Philadelphia Police Department (“PPD”) allegedly used excessive force during an arrest in 2013.
