Facts
The relevant background facts are not in dispute. These proceedings began on July 21, 1989 when plaintiffs-appellees, Gary Barbeck et al. (“plaintiffs”), filed a complaint against Twinsburg Township, three township trustees, and the township building inspector (collectively “township”).
