OPINION

THOMPSON, Judge.

¶ 1 DUWA, Inc. (DUWA) appeals from the summary judgment in favor of the City of Tempe (Tempe) in DUWA’s inverse condemnation action, as well as from the denial of its motion for new trial. For the reasons discussed, we affirm.

FACTUAL AND PROCEDURAL BACKGROUND

¶2 DUWA owned a bowling alley on Apache Boulevard in Tempe. In the late eighties and early nineties, the area along Apache Boulevard began to deteriorate and experience an increase in crime.
