Plaintiffs, James Y. Kao and George Peng, landowners of a 254-acre tract in York County, Pennsylvania, brought this action under the Civil Rights Act, 42 U. S.C.A. § 1983, seeking damages against the defendants on the ground their land has been appropriated without the payment of just compensation and has been damaged by the willful and continuous trespass of the defendants.
