MEMORANDUM OPINION

DAVIS, District Judge.

Plaintiff, Patrick C. Ryan, suffered a severe accidental injury in the course of his employment at the Patuxent River Naval Air Station in Maryland. He instituted this action for damages against the United States and the Department of the Navy (“the government” or “the government defendants”), and the following four government contractors and subcontractors: (1) Chesapeake Bay Diving, Inc. (“Chesapeake”), by which Ryan was formally employed; (2) Noesis, Inc., of which Chesapeake was a subcontractor, and which utilized Chesapeake employees, including…
