Petitioner, on behalf of the National Labor Relations Board (hereinafter, the Board), has applied to this Court for a temporary injunction against respondents, whereby petitioner seeks to restrain respondents from giving effect to certain portions of an agreement negotiated between respondent Milk & Ice Cream Employers’ Association (hereinafter, Association) on behalf of respondent creameries, and respondent Joint Council of Teamsters No. 38 (hereinafter, Council) on behalf of respondent local unions.
