Hugh Kaufman, an employee of the Environmental Protection Agency (“EPA”), brought several claims against his employer for allegedly retaliating against him in violation of several environmental whistle-blowing provisions. An administrative law judge (“ALJ”) denied his claims, and the Administrative Review Board (“ARB”) affirmed the ALJ’s decision.
