This case involves the interaction between two recent substantial modifications in the criminal law — the Supreme Court’s decision in Bailey v. United States, — U.S.-, 116 S.Ct. 501, 133 L.Ed.2d 472 (1995), and Congress’ enactment of the Antiterrorism and Effective Death Penalty Act of 1996 (“AED-PA”), Pub.L.
