The matter is before the Court on defendant’s motion to alter or amend judgment, pursuant to Rule 59(e), Fed.R.Civ.P., and defendant’s motion for relief from judgment pursuant to Rule 60(b). Through these motions, defendant, an automobile dealer, asks for a reconsideration of the October 9, 2002 Order and the October 16, 2002 Memorandum Opinion, in particular of the finding that the defendant understated the annual percentage rate of inter est (“APR”) in violation of the Truth in Lending Act (“TILA”), 15 U.S.C. § 1601 et seq., by calculating the APR on the basis of…
