Plaintiff James McDarby brings this action pursuant to 42 U.S.C. §§ 1983 and 1985 (1982) against the city defendants for alleged violations of various of his civil rights. McDarby is a former member of the New York City Police Department (“NYCPD”) who was retired from the NYCPD on an ordinary disability pension.
