In August 1983, Michael T. Minotti was appointed to a position with a Connecticut facility for the mentally retarded. He brought an action for damages under 42 U.S.C. § 1983 (1982) in the United States District Court for the District of Connecticut, alleging that employees of the state’s Department of Mental Retardation (the Department) wrongfully attempted to involve him in a conspiracy to defraud the United States and, when he refused to cooperate, conspired to terminate his employment.
