The question presented here is whether a City of Cape Girardeau (City) ordinance authorizing an increase in the City’s accommodations tax to pay for a new performing arts center violated the “clear title” provision of the City’s charter. The trial court invalidated the ordinance, ruling that the ordinance did not have a clear title because the title mentioned only the tax increase, not the provisions of the ordinance committing the proceeds to the performing arts center project.
