In 2000, the Missouri General Assembly adopted “An Act To repeal [51 specified sections] ... relating to property ownership, and to enact in lieu thereof seventy new sections relating to the same subject, with penalty provisions_” (“SB 894”). Home Builders Association of Greater St. Louis, Inc.
