This is a Right-to-Know Law (RTKL)1 appeal from a final determination of the Office of Open Records (OOR) that dismissed an appeal on jurisdictional grounds. Ryan Bagwell (Requester) sought records from the Pennsylvania Department of Education (Department), specifically the Secretary of Education (Secretary) in his capacity as an ex officio2 member of the Pennsylvania State University (PSU) Board of Trustees (Board).
