Employer seeks review of a Workers’ Compensation Board order on reconsideration, arguing that, as a result of 1987 statutory amendments, the Board has no authority to award permanent disability benefits on its own motion after January 1,1988. We reverse and remand.

In June, 1976, claimant filed a back injury claim that was accepted in January, 1977. The claim was closed and reopened several times from 1977 until January, 1985. In July, 1986, the referee found that claimant had exhausted his rights to request further openings and benefits and that he would need to pursue additional benefits…
