Arthur Calderon, warden of the California State Prison at San Quentin, and Daniel Lun-gren, attorney general of California, (hereinafter “the State”) petition for writ of mandamus and move to stay the district court’s orders relating to the availability of investigative and expert funds under the Anti-Drug Abuse Act of 1988, 21 U.S.C. § 848(q)(9), for death row inmate Patrick Bruce Gordon, the real party in interest.
