BRODY, District Judge.
Plaintiff, Bruce Buchanan, brings this action against H. Rollin Ives, as the Commissioner of the Maine Department of Human Services and Pamela A. Tetley, as the Director of the Maine Bureau of Rehabilitation within the Department of Human Services, alleging that the Defendants have unlawfully denied him services and benefits to which he is entitled under the Rehabilitation Act of 1973, as amended (“Rehabilitation Act” or “Act”). 29 U.S.C. § 701 et seq.
