I.INTRODUCTION
This case invólves a question of whether or not this Court lacks subject matter jurisdiction over a claim filed under the Virgin Islands Tort Claims Act, 33 V.I.C. §§ 3408-3415 (1981 Supp.) (Act), due to the alleged failure of George Harley, the plaintiff, to comply with the procedural provisions of the Act.
