This case arises out of the construction of the Social Security Administration building in downtown Baltimore. The Government contracted with The Sherman R. Smoot Company (Smoot) for exterior masonry work, and Smoot entered into a subcontract with Alumisteel Systems, Inc. (Alumisteel) for a portion of that work. Alumisteel in turn subcontracted for a portion of its work *631with R. E. Linder Steel Erection Co., Inc. (Linder).
