Three years ago, in Interstate Natural Gas Ass’n of America v. FERC, 285 F.3d 18, 29 (D.C.Cir.2002) (INGAA), we resolved several matters relating to the Federal Energy Regulatory Commission’s efforts to “increase flexibility and competition in the natural gas industry,” but remanded two issues to the Commission for further consideration.
