STAKELY, Justice.

The complainants in this case, George F. Brown, Royce C. Graham, Emanuel Patronas, Jr. and Samuel C. Wanson, are each licensed deck officers of ocean going cargo and passenger vessels, the licenses being issued by the Department of Commerce of the United States. They are also members of Local No. 4, National Organization Masters, Mates and Pilots of America, and -when they became members of this organization, an unincorporated association, they signed an application agreeing to comply with the constitution and by-laws of the organization, copies of which were furnished each…
