This pro se appeal from a wage claim determination was filed in the magistrate division by the Department of Labor and Industrial Services (Department) to recover wages due an employee of the appellant, Susan Hill. The magistrate’s judgment in favor of the Department was upheld on appeal to the district court. Appealing further, Hill maintains that the Department *280had no “jurisdiction” to pursue the wage claim on the employee’s behalf and that such an exercise of power by the Department unconstitutionally interfered with her freedom to contract.
