Norma Bratton, the appellant, an inmate at the Chillicothe Correctional Center, filed a suit titled, “Relating to Incarceration Status.” The circuit court deemed the pleading to be a petition for declaratory relief as covered in Rule 87. The present defendant-respondents are the Board of Probation and Parole (Board), and the Department of Corrections (Corrections).
