Plaintiff, a taxpayer in Multnomah County, initiated this action against four Multnomah County Commissioners and two nonelected county officials for “unauthorized expenditure of public funds.” Plaintiff sought declaratory relief, damages, and a permanent injunction prohibiting defendants from expending public funds for the issuance of marriage licenses to same-sex couples.
