In this case we must decide whether the failure to date of the Food and Drug Administration 1 to promulgate a rule requiring certain warnings on labels of aspirin products violates the prohibition of “unreasonably delayed” agency action in the Administrative Procedure Act. 5 U.S.C. § 706(1) (1982) (“[t]he reviewing court shall * * * compel agency action unlawfully withheld or unreasonably delayed”).
