National People’s Action (NPA) filed suit pursuant to 42 U.S.C. § 1983 against the Village of Wilmette (Village), challenging the constitutionality of the Village’s registration ordinance regulating door-to-door solicitation. NPA sought money damages and an injunction against further enforcement of the ordinance.
