Presently before the Court is a motion to remand (# 6A) filed by the State Engineer and Water Commissioners of the Sixth Judicial District Court on December 10, 1998. This action was removed to this Court by Respondent United States (# 1), pursuant to 28 U.S.C. § 1441, on November 16, 1998.
