Plaintiff brought this action against Dick Corporation, Citizens General Hospital of New Kensington, both Pennsylvania corporations, Leonard A. Scheie, Surgeon General of the United States, and William C. Brown, the then Secretary of Welfare of the Commonwealth of Pennsylvania. The matter is before the court upon motions to dismiss filed by all of the defendants.
