Plaintiff Gregory Branum, a dematricu-lated graduate student at the State University of New York at Binghamton (“SUNY-Binghamton”), appeals from an August 24, 1990 order of the United States District Court for the Northern District of New York, Thomas J. McAvoy, Judge, denying his motion for relief from a judgment entered on April 20, 1990, dismissing his complaint against university officials for damages and equitable relief in connection with his dematriculation.
