The plaintiff, Eugene J. Broussard, brought this action for judicial review of his termination from his position as postmaster of the Wichita Falls, Texas, post office. Seeking reinstatement and damages, Brous-sard sued the United States Post Office, the Federal Employee Appeals Authority (“FEAA”) of the former Civil Service Commission (the “Commission”), 1 and ten individual defendants who are or were employees of the Commission or the postal service.
