On August 24, 1993, a federal grand jury returned an indictment against Defendant, Russell R. Barlow, charging him with attempting to import anabolic steroids, importing anabolic steroids, and attempting to possess anabolic steroids in violation of Title 21 of the United States Code sections 952(b), 960(b)(4), 846, and 844(a).
