OPINION

MILLER, Judge.

This case is before the court after argument on cross-motions for summary judgment. The first question presented is whether plaintiffs cause of action accrued, for purposes of the statute of limitations, before February 24, 1986 (six years prior to filing its claims). 28 U.S.C. § 2501 (1994). Subsumed within this issue is when and whether Pub.L. No. 94r-204, 89 Stat. 1145 (1976), and Pub.L. No. 94.456, 90 Stat. 1934 (1976), can constitute a taking of plaintiffs vested property rights.
