This action was brought to condemn the water system of the city of Hoquiam which at the time was owned by the Oregon-Washington Water Service Company. The trial resulted in a judgment of condemnation fixing the value of the property and, sub sequently, a decree of appropriation. The case is here for review of both of these judgments.
