The prosecution appeals by leave granted the circuit court’s order denying the prosecution leave to appeal a decision of the district court. We reverse and remand for proceedings consistent with this opinion.

On May 23, 2005, at 5:30 p.m., a truck driven by a representative of defendant, Metamora Water Service, Inc., was ticketed by Michigan State Police Officer Jeff Boiler for failing to have a valid Michigan registration, in violation of MCL 257.255.
