In re: B.Cd. & B.Cb., No. 47, September Term, 2025. Opinion by Killough, J. FAMILY LAW – CINA – SAFE HAVEN ACT – NEGLECT The Supreme Court of Maryland held that a parent who surrenders a newborn pursuant to the Safe Haven Act may be found to have neglected that child within the meaning of the Child in Need of Assistance (CINA) statute where the surrendered newborn has no legal custodian and no provision for long-term care upon hospital discharge, thereby placing the child at a substantial risk of harm.
