Grimes, appeals from the judgment of the trial court dismissing her appeal from the decision of the defendant, the conservation commission of the town of Litchfield (commission).1 The commission voted to approve five permit applications submitted by the intervening defendant, James B. Irwin (applicant),2 in connection with his plan to develop a residential subdivision.
